Why are the Seahawks being underrated in preseason predictions?

While optimism seems to be high among fans that the Seattle Seahawks will return to their contending ways with an improved roster and new head coach Mike Macdonald in the fold, the national media is painting a different picture.
Many of them (if not most) are projecting Seattle to finish not only out of the playoff race, but in some cases last in the NFC West (yes, BEHIND the Cardinals!)
Why is this?
