تحدث ضيفنا في البداية عن مدى التشابه والاختلاف بين اقتصادات دول الخليج العربية، حيث تشكل السعودية والكويت وقطر وأبوظبي ما سماه «المجموعة الطاقية» لاعتمادها الاقتصادي على الطاقة، فهل من الجيد اعتماد الدول على مصدر دخل واحد؟ 

من المسلمات أنَّ وجود اتحاد تجاري بين عدة دول سيفيد أي اقتصاد، لكن كما يقول السلوم ليس حلًّا مناسبًا للإصلاح الاقتصادي. ولم يحدث عالميًّا اتحاد تجاري بين دول تقوم اقتصاداتها على منتجات نفطية، ويعود السبب إلى الاكتفاء بالحصة السوقية النفطية وغياب الدافع لانعقاد هذه الاتحادات.

يرى السلوم أن رؤية الكويت تفتقد للأهداف ولآلية العمل، وأنَّ كل ما بها من مشاريع ضخمة لا تحقق الاستدامة الاقتصادية للكويت. ونتيجةً لذلك أصدر السلوم كتابه «كويت الاستدامة» ينتقد فيه الرؤية ويقدم حلولًا لتصحيح توجهها.
