There are two perspectives,Moshe’s perspective that when the people are around him, he uplifts them to his level where they see. Torah as if it’s real,and therefore there aren’t any small little personal issues, and so, Moshe could teach them Torah and deal with everything himself . Then there is Yisro’s perspective where he perceives people, not in Moshe’s world but in their own world, where there is issues to deal with, and litigation, and therefore you must set up a court system that will deal with all the petty issues and Moshe will only teach them Torah and deal with the big issues.
