ענינו המיוחד של שבת מבה"ח סיון הוא שזהו ה"ירחא תליתאי" שבו ניתנה ה"אוריין תליתאי לעמא תליתאי וכו', והיינו שחודש זה קשור במיוחד לתורה ו(למצוות שניתנו) לבני ישראל. ומכיון שכללות הענין דמבה"ח של כל חודש ניתנה בתורה הקשורה עם חודש סיון, נמצא דשבת מבה"ח סיון כולל כל ימי שבת מבה"ח של כל השנה. כללות הענין דשבת מבה"ח הוא ענין טוב שנתחדש דוקא בגלות: כי רק לאחרי החורבן, שאז נתבטל הענין דקידוש החודש עפ"י הראי', יודעים מראש מתי יהי' ראש חודש ואפשר להתכונן לזה באופן המתאים, ועוד ועיקר: לברך את החודש בשבת שלפנ"ז וכו'.‏א' השיחות דהתוועדות מוצש"פ בחוקותי, מבה"ח סיון ה'תשל"ח

Synopsis
Shabbos Mevarchim of the month of Sivan is special in that Sivan is the “third month,” during which the “three-fold Torah” was given to the “three-fold nation” etc.; that is, this month has a special connection to the Torah (and mitzvos), which were given to the Jewish people. Since the very idea of blessing every month comes from the Torah, which was given in the month of Sivan, it emerges that the Shabbos Mevarchim before Sivan includes the Shabbos Mevarchim of every month of the year. The whole idea of Shabbos Mevarchim is a positive thing introduced specifically in exile; it was only after the destruction of the Beis Hamikdash, and after the discontinuance of establishing Rosh Chodesh based on the sighting of the moon, that a fixed calendar was established.
