ISGAP was created in 2004 after being inspired by the late Elie Weisel, who was a great scholar, a Nobel Peace Prize Laureate and one of the most well-known Holocaust survivors. Dr. Small attended the first United Nations conference ever held on antisemitism in 2003 organized by Elie Weisel and UN Secretary-General Kofi Anan.
