Total War 's great battle engine before the infamous "warscape". Even at high zoom level you can still see soldiers, not a blob mass of ants (or black dots)

Hi all, I'm a fan of RTS games and I desperately need your help! I'm looking for an early 2000s (maybe late 1990s) RTS game but can't seem to find any trace of it nor can remember the name. To put it short, all I reckon is that you had (just like Age of Mythology) spells to cast (at least I think), you could build and upgrade buildings (for some reason I remember a shaolin temple, a mage "hut") and hoards of "beasts" that can attack you or rats too. I know it's a long shot but any help will be appreciated!
NB: I literally did the whole RTS Wikipedia list without any luck (maybe I am blind)....
